Delegates from thirty-one nations emerged shortly before dawn with a framework agreement that ties tariff relief to verified climate finance commitments, ending a standoff that had threatened to collapse the summit entirely.

The accord sets a three-year timetable, with the first tranche of funding due to be released before the end of the fiscal year. Officials described the text as narrow but durable, built around measurable disbursements rather than pledges.

Analysts cautioned that ratification remains the harder task. At least four signatories require parliamentary approval, and two face elections before the first review window opens.

Touchstone Insight understands that a side letter covering critical minerals was dropped in the final hour to preserve consensus, and will be revisited at the ministerial meeting in November.
