Touchstone Capital Partners is advancing its hub-based investment strategy, with discussions focused on developing large-scale infrastructure capable of connecting energy resources, storage, power generation, water treatment, refining and local industrial demand.
The strategy reflects Touchstone's broader approach of moving beyond individual projects and developing integrated ecosystems that can support long-term economic activity within the communities and regions where infrastructure is established.
Following the consortium's work with the Petroleum Hub Development Corporation (PHDC) on Ghana's Petroleum Hub project, Touchstone is positioning its platform to explore additional large-scale opportunities around oil and gas storage, gas-to-power, water treatment, refinery infrastructure and associated logistics. Publicly reported plans for Lot 1 of Ghana's Petroleum Hub include a 300,000-barrel-per-stream-day refinery, petrochemical facilities, 3 million cubic metres of storage capacity, and supporting port and jetty infrastructure.
From individual projects to local industrial hubs
The emerging strategy is designed around the principle of creating local resource and infrastructure hubs rather than isolated assets.
Under this approach, energy supply, storage, processing, power generation, water infrastructure, logistics and industrial users can be developed as interconnected components. This can help create a stronger local economic base while improving the ability of communities and industries to access reliable infrastructure over the medium and long term.
Touchstone's own platform describes its strategy as combining industry, finance and strategic partners across sectors including oil and gas, infrastructure, supply chains and new energy.
Supporting local demand and strategic reserves
A central objective of the proposed hub strategy is to help establish greater local capacity and strategic reserves.
Large-scale storage infrastructure can provide additional flexibility for local and regional markets, helping businesses manage supply requirements over the medium and longer term. Integrated refining and processing facilities can also allow more value to be retained within the local economy rather than relying solely on imported finished products.
The same principle can be extended to gas-to-power and water-treatment infrastructure, creating essential services that support industrial users, communities and new businesses around the hub.
Working with leading players to build the local ecosystem
Touchstone's approach is intended to bring together local stakeholders, leading industry players, infrastructure operators, technology providers, EPC contractors, financial institutions and strategic investors.
This ecosystem model can create a stronger foundation for local businesses to participate in construction, logistics, engineering, maintenance, transport, services and supply chains.
Rather than simply bringing capital into a region, the objective is to develop an environment in which capital, infrastructure, technology and local enterprise reinforce one another.
Creating jobs and developing local capabilities
A key potential benefit of the hub strategy is local employment and skills development.
Large-scale energy, storage, refining, water and power projects require workers and suppliers across multiple stages of development—from construction and engineering to operations, logistics, maintenance, security, technical services and administration.
